Wayne is a former US Army Colonel and Southeast Asia specialist with proven success designing and leading large, diverse programs with foreign partners. Possesses in-depth knowledge and experience in national security strategy and planning, international negotiations, security and development assistance, Asia security dynamics, and strategic communications. Previous service with U.S. Embassies in Thailand, Vietnam, East Timor, Indonesia, Cambodia, Sri Lanka & the Maldives.
